Unfortunately, Mavericks comes with a severely buggy IPsec support.
Here, at HIDE, we pride ourselves with our OS X support, especially via the IPsec protocol. The new OS X 10.9 Mavericks is out there and, boy, does it look good! But, under the hood, there are some nasty bugs yet to be squashed.
